"That must be exhausting. So, how about this weather we're having?" and then you move on. Some people are never happy unless they make themselves the victim. If the coworker knows they can delegate and actively chooses not to, then it's completely on them and it is not your job to comfort them through it.
There's only so much you can do for some people. The complaints may be legitimate, but if they'd rather complain than take some positive action, that tells you something. Some people just want the drama and the attention. You can make suggestions to try to help, but at some point you probably just have to shrug it off.

Easier said than done, especially when you share an office. I guess I could be better at utilizing my AirPods….
I do get kind of resigned in talking to or attempting to help them. Just like, well if nothing can be done, not much I can do for you. Depending on my relationship with them I might be more blunt, tell them people are willing to help, but you have to let them take stuff off your plate for that to work.
Some people just want to complain, not solve their problems. I'd try to gently ask if they’d want help, even if they haven’t asked directly. Sometimes I’ll say, “You’ve got a ton on your plate, want to talk through what can be shared?” But once I've done that a few times, I stop asking. It's not everyone else's job to manage their workload.
