With the job market being this tough, I’d go ahead and apply again. I don’t think it can hurt. That said, I do find it a bit of a red flag that they keep posting the same jobs repeatedly.

I see this as well, and I wonder whether or not they’re having trouble finding a candidate or if they’re actually hiring for this position in the first place.
They could be auto renewing without realizing, or just haven't found their candidate who is willing to wear 20 hats for minimum wage. Either way, I keep applying anyway, because I can't risk possibly missing out on an opportunity.
Rising Star
Reposts don’t always mean a no. Sometimes roles get auto reposted or budgets shift mid process. I’d reapply once if it’s been a while and maybe tweak your resume slightly, but after that I’d focus energy elsewhere. Silence usually says more about them than you.
