I was reached out by a Microsoft recruiter yesterday. And I told not interested in the position. Now I feel little bad may be i should have given the interview. Can I reach out to the recruiter again ?

The best approach is to talk openly with the candidate about it. Get their side of the story and see if they’ve grown or learned from that experience. Consider how relevant that past role and issue are to the job you’re hiring for and balance the risk with the potential they bring now. Time passed, and improvements matter a lot.
That's an odd thing to turn up, especially on a background check. On a reference check that might turn up, but even then it's unlikely. If I was given that information I'd have questions about its provenance and that would concern me more than the troubles of someone seven years ago.
Pro
I personally wouldn't care about something that happened 7 years ago if they've had good performance ever since. That was a long time ago and this person has had the opportunity to improve. The person might not have been in the right role at the time.
