If you're responsible for their attendance at site, I'd suggest mentioning it during a catch up. Say that the location manager is stressing the importance and it is important for everyone to make the effort to be in the office
I will definitely be reviewing it with them. I just don't know why they wouldn't say they were at least sick or something. To WFH because of rain is just... something else 😂

I think snow is completely different from rain. But I guess we need to clarify that haha
I would just be up front and honest with them. Let them know what was said to you and let them know you expect them to be in the office on their in-office days. Heavy rainfall isn't an excuse to not come into the office.
