Portland has better food and way lower cost of living
It really depends on what you’re looking for. I moved to Portland 6 months ago after growing up in Seattle. Seattle definitely feels like it offers more opportunity, but Portland provides a sense of community that I haven’t seen in Seattle since the early 2000s
But we aren’t diverse. You even quoted the statistic showing we aren’t diverse.
We can have objective statements, folks. This isn’t nuance, politics, whatever. It’s just an objective statement - everyone around me is like me. We objectively, factually, really, per the definition, aren’t diverse.
I think Portland for sure, better food, low cost of living and actually has a distinct personality/culture that people are really into

Oregon had a state income tax that most other states don’t have, bless you if you choose to live in multnomah county (or to anyone that currently lives in multnomah country by choice)

Is the cost of living still low though in Portland?
Relative to Seattle yes, definitely. Relative to the country as whole, definitely not.
I do think our restaurant food quality to cost ratio is much better than average countrywide though. Although groceries have been going up significantly lately but that’s likely also nationally as well.
Our fresh roasted coffee and brewery options are about equal to Seattle.
Our traffic is FAR better than Seattle.
Neither sadly, unless you have a lot of money and live outside the metro area.
Seattle is one large city, Portland is four medium-sized cities that hate each other. Seattle is more diverse, has better access to Canada, has no State income tax, and has better city life. Portland has better access to nature, a calmer feel, and a lower cost of living. The cost of living difference is mostly offset by the difference in wages and taxes, but that only matters if you can find work. Ultimately, it comes down to whether you want city life or nature.
