Why in offer letter of CTS they mentioned Manager even for Technical Architect position.Just out of curiosity asking , can anyone please help me to understand this

Wife just got EAD & got a job with a animal day care. Hourly rate 9.5 per hour but it's 10-7, mon-fri. Maybe I don't understand how things work here but isn't that full-time? Shouldn't she get more?

Did a first interview with hr rep, went very well. she set up the hiring manager meeting for a few days later. Met with the manager. Another great conversation, went over time and was told I’d hear back about panel set up. Following day I get a request from hr rep to “continue the conversation” with manager. This is set up Tuesday.
Why do you think the manager wants to meet again? Good? Bad? I felt great about the interview when we ended.
