It's possible that it's a ghost job. A lot of companies have been posting the same jobs over and over for years. Either they're not real postings in the first place (as in they're not jobs they actually intend to hire someone for within ~3 months) or turnover is so bad/they're so bad at hiring they cannot keep the position filled (which would be its own red flag).
If you are able to get a referral from someone at the company that would likely be your best bet. Good luck!

So weird to advertise to a job they aren’t actually hiring for.
Unlikely to work better the second time around. Worth it if you already have the resume for it still and are genuinely interested. Possibility something happened that delayed the opening that isn’t overtly negative. However, that’s more wishful thinking.
