Start with some following directions games or “easy” motivating activities- like directed drawing. Reward the kids who follow directions with something fun- silly little rewards like candy, stickers, verbal praise, homework passes, etc. building up to increasingly challenging tasks. Reward kids who follow directions for the school work tasks too.

I like the idea of a reward for the few who are following the directions
I think sometimes just phrasing instructions differently based on the kids needs can help. For instance, I had a kid with ADHD in my class and it was really helpful for her if I broke instructions into smaller steps. Instead of "clean up all these toys." I would say, "Clean up those three dinosaurs."
