Make a list of things they have said and done, to you and others that you consider bullying. I would look up definitions of hostile work place and the code of conduct in your agency and see if the behaviour matches up to those definitions and is to the degree of severity for formal reporting. This is a serious accusation that most corporations with HR will investigate.
I would also recommend against asking chat gpt for an analysis as it’ll placate you and magnify rude unpleasant things into bullying.
Do you live in an area with one party consent recording laws? If you do I would suggest recording meetings on your phone for proof of the behaviour if written account isn’t solid enough and the bullying is done via calls or in person with no email or message trace.
And make sure this is actually something you want to take on. I would personally find a new work place, then quit, and mention it in an exit interview with my proof.

The environment is hostile however not explicitly hostile as listed in the code of conduct. It’s body language, tone, communication style, contradictory things they say don’t have time stamps for everything but I have incidents, is that enough?
