Every lease in New York has an implied “covenant of quiet enjoyment”, whether the lease expressly says so or not (hence, it’s “implied”). Among other things, it protects your right as a tenant to live free from excessive noise, and it obligates the landlord to protect that right.
Looks like your landlord is not legally bound to protect you from the neighbors, at least not through this clause. Unless the neighbors have the same landlord and clause. Is there another section that helps explain your rights to a quiet, safe space?
NYC has laws around quiet hours, I think 10pm to 7am. You could technically call the cops/311 and get a noise complaint/fine against them

I have new neighbors about a month now. They have been throwing massive parties with DJs and 10-30 people every Thursday Friday Saturday. They have legit 4 feet subwoofers that shake the building. I talked to them and they told us “they could do what they want”. The doorman/super talked to them and slammed the door on them.
I’m drafting an email to management but want to understand the rules before.
