So much of it depends on the dog itself. I work at a shelter and have had dogs my whole life. I’ve owned a husky/wolf mix that’s exponentially friendlier and more easy going than some of my neighbors doodles and yorkies. Hard to judge in puppies but if you’re getting an older dog I’d recommend spending at least 30 minutes with both and deciding from there if possible.

I have a cava-chon and she is awesome! Looks like a king Charles so she's adorable, but smaller so easy to have in an apartment. Great lapdog who doesn't cause trouble and just wants to snuggle
