You will have a very hard time getting into IB from part time. The networking demands are intense for IB. I know at my program they were sending emails at precise times and on the city a lot to meet with alumni at banks.
IB recruiting is very networking heavy and affects the summer associate offer a lot. Full time offer depends on your performance and networking during the internship so don't worry about that at this stage.
If you're in a target school, there will be school teams visiting campus or inviting you to network multiple times in the office / some events venue. As an MBA student, you'll be networking mostly with associates to MDs. Can be alumni or not. Sometimes they include analysts. Recruiters are there but most of the networking will be with bankers. Expect to talk to at least 10 bankers from each of your top groups in each major bank. There will be thousands of candidates applying to each major bank and they can all do the job on paper which is why networking is needed for banks to somehow filter through candidates.
Stern program is fine. If you get into any top MBA, you should be competitive but harder to go bulge bracket / elite boutique the farther you go down the rankings unfortunately. Still have to put in a lot of effort though. Have worked with good bankers from Stern.
