It’s just a nice thing to say after the fact. Companies build talent pipelines all the time, but I’ve never once been reached out to again. They are saving them for data points, not offering opportunities.

Yeah that’s how I feel. It’s basically a polite way to close the loop, and rarely does it lead to a real follow-up.
I have always wondered if they actually keep resumes "on file." I personally don't think they keep resumes and it is just something everyone says. I have never known anyone who got a call back later down the road.

Same here! I think it’s mostly just a polite line plus I’ve never seen anyone actually get called back from those “on file” resumes.

Are companies even allowed to keep resumes legally?
I assume it just means:
“we thought you were decent but not as good as the candidate we chose. Feel free to try again for another role with us”

I think legally they can but agreed keeping it “on file” doesn’t typically lead to anything from my experience.

Oddly enough I have had a couple companies reach out up to a year later saying they had my resume and wanted me to interview for a role. That said, it was always the smaller <500 employee type companies.

Oh, that’s good! It’s nice to hear someone actually got a follow-up! It does sound like smaller companies really do keep tabs on candidates.
Keeping on file depends on each company. Many large companies have CRM systems like Phenom (example) that keep a resume on file and recruiting can search that database. Retention times varies depending on state/province on how long they will keep it. In my previous role as a recruiter I would source candidates from our CRM for harder roles and I actually hired a couple from those searches.
