WTF?
I've never experienced this through my companies. I'm hoping an HR person can chime in.
OMGosh....
I was a corporate relocation consultant for the largest global relo company domestic and internationally. What your company did was, well, pretty lousy.
My employee's moved every 3-5 yrs and were savvy on negotiations.
It all depends on how "valuable" you are/were to your management team. If you were the only rocket scientist at your company, they'd pay anything to get you there. If it was a group move of 100 and there was no urgency, it wasn't their problem which sounds like they made it yours.
You won't win with HR, and I assume you've discussed the situation with your manager. I also see your post was 2 yrs ago so the issue has been settled by now (I would hope!). If you were my transferring employee, I'd have 1st gone back to HR in writing with copy to your manager explaining the situation. Typically when I got involved and positioned correctly, they would sometimes cut a check and not gross-up for taxes. This would then be added to your salary and you'd be responsible for taxes at year's-end.
I've never, ever heard of an employer telling a relocating employee to "get a 2nd job."
Remember, the smaller the company, the less you typically receive. If there's a relocation company involved, they get a tax break. If they handle it themselves or provide you a lump sum, you are tax liable.
Sounds like you work for a lousy company. Unfortunately, there's not much you could've done except sue them for money owed or quit. An I'm pretty sure in your relo contract they covered themselves for situations like that.
If you relocate again, be mindful.
