That's not how that works. You write the article or hire a writer and you submit content to publishers.
Why would I write an article for you, post it on my site that I spent years building, and get nothing in return?
(I work with a lot of writers &publications in this space)
Find a site you want to write for and look in the footer, most accept submissions and there will be a link that says something like "write for us" or "submit an article". Here's one I found.
Each site will have its own requirements and expectations, but you should at least get a response that way.
You might want to look up info on guest blogging, it sounds like that's what you're looking for.
I would target magazines and websites that are geared towards college students. Contact an editor (publishers rarely respond) with your idea and ask about guidelines for contributed articles.
