That phrase doesn't mean "lie on your resume until you get a job". It means "act confident even if you don't feel any".
The job market is really rough right now. I have been looking for a new job for 5 months and haven't been able to find anything. Hang in there and keep applying.

You can absolutely stay honest and still succeed. To me the line is simple. Confidence is saying I can learn this quickly, dishonesty is saying I already know how to do something when I do not. A lot of hiring is really about showing you are capable, adaptable, and willing to learn.

It’s always best to be honest. I think the fake it til you make it will work best if you somehow demonstrated the skill at some point, even if it wasn’t in depth. IMO, that’s the only way this embellishment should be used, essentially when you have the skill but it’s less advanced than you say
