I'm enraged for you. I had a similar beef with a coworker who was audibly snacking 24/7 and it drove me up the wall. I had to keep my headphones in the entire workday just to preserve my sanity and I could still hear his lips smacking between songs 🤮. If noise cancelling headphones aren't enough to drown him out, I honestly don't know what else you can do.
My answer would depend on whether you feel like that is something they can control or not. Chances are, if they are breathing heavily, it’s just because that’s how they breathe. I’d double down on my noise-cancelling options if it were me.

Have you considered that maybe he is neurodivergent, and those could be uncontrollable ticks? I definitely would be mindful when approaching this situation. Perhaps speaking to a manager first to assist in approach would be a good idea.
