Honestly, when we've been looking for a place, picture quality isn't the biggest factor as long as they cover the whole place and are not blurry/ looking like they came from my moms camera phone in 2006. Offering the floor plan up front is a HUGE plus when I'm searching.
Unless your pics are thorough enough for me to grasp floor plan just from the photo tour, please include at least a general layout. Doesn't even have to be perfectly to scale either. Just trying to understand flow and what walls have what on each side.
Buy a ring light and take photos of them yourself?

What market are you in? In many major markets , you can find someone who can do listing photos for $100 to $200. If you’re in a smaller market, it might be harder to find a competitive price like that due to less competition.
Professional photos make a big difference in appealing to tenants, but so does location, amenities, and price. If your place is in a less desirable neighborhood, or doesn’t have key amenities compared to similar properties, or is overpriced compared to similar properties, then photos won’t change much.
Photos matter a ton. I agree $400 stings, but it can easily pay off in speed and price. If pro shots are out of budget, maybe borrow a good camera, shoot during daylight, declutter like crazy, and watch a few “DIY real estate photography” videos.
