I am beyond frustrated. I manage a team of 20 and a budget over 20M and my base is still under 160K. Leadership keeps saying this is aligned internally. At what point do you stop arguing and move on?

Had my annual review Friday (first year with the company). Boss awarded a 3% raise though she said my review was “90% positive.” Worth adding I got a 3% sign on bonus last year, so I’m basically at 0% raise. Nobody under me has gotten less than a 7% raise in the past year. Considering promotions + counter offers as well, it goes as high as 25%. I don’t feel a 3% raise matches a “90% positive” review and plan to bring up the cognitive dissonance I’m feeling. Any other tips or advice to add?
