I’ve been in that boat. If you get the offer, can you escalate it to the hiring manager of the internal role? I ended up leaving as there was no way to be sure I could transfer internally in the short term and the external offer was not bad. In the end I am very happy and it allowed me to diversify my experience and move much further in my career if I stayed internal.
If you’re career focused and want growth, I’d strongly consider accepting the external role assuming the new mgr & company seem nice. I made the mistake of staying way too long at a company and it cost me dearly in the long run. I got trapped. You seem very mature in how you’re viewing this and are owning your part. Many people do not.
Who’s to say your new (external) manager would be any better? It’s a gamble.
I've identified my part in letting it get this far to have this level of impact on me. Im better equipped to address things earlier going forward with bad managers. It's a lesson I'm taking with me but I came out better prepared to advocate for myself and demand respect up front, rather than to let such behavior continue to the point of no return (for me), even when that behavior changes. I thought I could get past it, but I cant.
It sounds to me, from reading your comments, that you’ve already made up your mind to leave your current role - maybe you’ve just not realised it yet.
In my opinion, as someone who has also had to navigate some difficult working relationships, we spend far too much of our life at work to be unhappy. If you’ve tried to resolve things but are still not comfortable then it may be time for something new; whether that be a new leader in the same company, or a new company altogether.
For the internal role, have you leveraged your existing network to support your application? Sometimes a word from the right person can be the final tick in the box and help secure you the role.

Go to the new company and don’t look back. Good companies and good teams are everywhere.
What have you done internally to fix things with your boss? Can you go to a higher up to get reassigned to a different leader? Does HR know? Before you leave something good, try and fix it first. Then, if that doesn’t work, definitely leave
Also, let's be clear-- having to go to your skiplevel and HR are rarely fixes and most often result in negative repercussions for the employee. You never go to HR without a strategy in place and most people should contact an employment lawyer first to get clarification in that strategy.

Leave and negotiate salary and paid time off at the new company. A bad boss is toxic and I’ve dealt with one while trying to navigate pregnancy and it was the worst experience. Don’t look back and if you still love the company you can always come back but I would definitely leave.
