I have 8 years of experience (YOE) and stuck at the E3 level. I haven't been promoted to E4 yet. My manager stated there is currently 'no business need' for an E4 role in our team.

Am I the only one facing this situation, or is this a common bottleneck? Is it bad for my career? What will happen if this happens again even in next year ?
