I have completed interview and submitted documents for chapter lead role(AVP). Hr discussion also over by Nov 26th. Yet Offer letter is not released. Is it an obvious delay or something suspicious? What you say guys?

I've been offered for Engineering expert position at Novartis India. I've received offer letter 2 weeks back and my DOJ is updated to Mid December. I told the HR that my current company's last working day is on mid January and resend the offer letter with mid Jan as my DOJ. But they told that they can send the revised offer letter 3 weeks before the joining date.
Is this normal process? Has anyone gone through similar experience?
