First, don't panic about the surgery. You can't control the timing and trying to rush a job search while recovering from something medical is a recipe for making bad decisions. Use the first couple weeks of severance to get your resume together and start applying, then have your surgery and recover. A lot of the early stage stuff (applications, recruiter calls, initial screens, etc.) can happen from bed if you need it to. The in-person interviews can come after you're healed. 15 years in insurance without a degree is totally workable. Experience matters way more than education at your level.
Employers have a lot of candidates to pick from, so it's not likely you'll find somewhere that will be happy to wait for your start date months out. You may have a gap between recovering from your surgery and being employed again, so start financially planning for that now. Start getting your resume and cover letter polished, and reach out to your network to see if anyone has leads.

First, I hope your surgery goes well! Second, I think it might take some time to get a job just because the market is hard now. So I would take this opportunity to recover with the extra time you have but of course continue applying in the meantime.
