If a person has been..oh let’s say an operations manager for 12 years, and is seeking a role as ..oh let’s say operations manager at a different company, it’s the same job it’s a different company, and that person applies every freaking time the role opens again (7 times in 9 months) and that person never gets a freaking phone call, is the person to really believe that there is someone else more qualified.. all those freaking times? I’m a complete beginner.

I need help managing a contract transition. I just started working as project manager owning a large system and help manage a team of developers contracted by a different company. Now their contract is ending and I’ve been asked to represent the gov’t as a contractor and make sure the transition goes well. I’ve never been in this position…usually I’m either transitioning in or out. The outgoing isn’t very organized with their knowledge transfer and documentation and want to help them but how?
