What are the personal skill sets you're talking about? Experience, certifications and background? Any military exp? Location limitations? Any other pertinent details?
I'm in aviation safety, my sister is in emergency management (EM) with previous military nuclear materials security, training & mgmt exp.
Government work is broadly going to be your best bet:
1) With no nuclear/EM exp - getting into any county or state wide EM in any role and then eventually pivoting to nuclear may be a viable path.

2) With EM exp - working for the government is still going to have the most opportunities, but you can directly apply to federal, energy, or laboratory work.

It can be so hard to break into any field, especially in this job market. I would suggest looking for roles on LinkedIn and Indeed. I usually have the most luck on those two sites.
