Being laid off twice - especially after longer stints - can really shake your sense of safety at work, even when it wasn’t your choice. Four months in a new industry is still very early, and it’s normal for that adjustment to feel heavy.
It’s not wrong to explore other options, particularly since your mental health is taking a real hit. At the same time, I wouldn’t label you a job hopper based on layoffs and a short transition role. If you can, give yourself a bit of time to stabilize while also getting clearer on what an HR-focused path would actually look like. You’re allowed to protect your well-being and be thoughtful about your long-term story - those things don’t have to be at odds.
For context on the new role, I was basically told on the phone to either accept the offer or they won't waste their time. I was so scared, and I wasn't sure if I was going to be able to get other opportunities or have time to weigh my options, so I just took it.
It isn't wrong to look for a new role, at the end of the day you have to do what is best for you. You don't have to stick it out. I would definitely start looking for something else.
No. I advised that you don’t leave your current job until you have a new one secure. You might have to explain the circumstances why you are on job number three in such a short time. But once you explain that I think you’ll be fine.

Being laid off twice is not a reflection of you. I would frame it as market driven and focus on consistency going forward rather than apologising for things outside your control.
