That sounds to me like the manager hasn't had time to reschedule. I mean, I wouldn't assume the worst. You shouldn't abandon the effort, just call the person tomorrow and be ready to suggest times for a rescheduled interview.
Could be he is still snowed in. There are neighborhoods here still with dangerous roads.
Hopefully you hear back from him soon. He could legitimately be busy. I’m sure with the weather was that bad there were plenty of other complications he had to deal with.

Snow is a legitimate safety concern. You did the right thing. A short delay usually means scheduling or approvals, not rejection. One polite follow up is reasonable.

If the job is within driving distance, go there in person. This will show that you're still interested and shows initiative. When you go, try your best to speak to the person hiring.
