How much is the fixed base and CTC range for a newly promoted M1?

I work with a junior PM who is not performing. Not my report, we share a mgr, but as a senior PM I lead the product. He can’t finish anything, needs a lot of coaching, I give him 2h/wk but I can’t afford more.
After 2mos I raised it to our mgr who promised to work with him. 2 more mos passed, mgr talked to him only once, no change in perf. I think mgr doesn’t want to deal with the problem. Now they ask if I want to manage JPM. It is going to be a ‘no’ but I want to ask some advice on all this.

My boss is always making last minute changes to my schedule. Adding shifts or asking me to cover for other people. Any advice on how to handle this? I want to be a team player but the last minute changes stress me out.

I'm a SWE from Italy. Love my country but salary and taxes here are outrageous. Got 2yrs experience in fullstack and data science, 2masters, a peer reviewed paper and outperform all my peers for 24k€ a year.
I'm thinkin about landing a remote SWE job (leetcoding and building a portfolio this summer).

Got a call from the resource management team to relocate, which I rejected upfront as I was promised a role in the location I am posted. It has been over 2 weeks since I am in bench. Hi!! I’m an HR Coordinator currently (about two years of experience) but my job has so many responsibilities and tasks I’m beyond burnt out. It’s truly impossible to focus on one task because things are constantly being thrown my way. I’ve heard whisperings of a promotion or raise, but my workload is already too much, I don’t know if I’d want to accept more responsibility. Is it normal to feel like you have just as many responsibilities as your superiors who make 30k+ more than you?

The crazy thing is they were just named the best local municipality to work for. It's upsetting. They advertise a "culture" but don'tapply it. It felt like a used car sales pitch, I was sold a dream but given junk. I am constantly replaying moments. I have read so many books and everything leads to they were the problem.
