This is a safe space BUT this is still a public site/app. I actually had my boss find my post once on here and then subsequently DM me on here and then call me on our company teams account to discuss my post. 🙃 That said, say what you want but don’t be like me and add too much information that the person it’s about could find out.

Very difficult situation to be in, especially after 18 months. Can you talk to the previous person in the role and try to make friends and ask their advice as to how to move things forward. Unless your current boss moves the other person on (or they move voluntarily) I cannot see how you can move the dial on this, especially if the previous person in role is actually enjoying the situation.
This happens often. Don’t let it get to you or you will be the bad guy. Ask for ideas from your team. Is there anything that people want done that your old boss didn’t do but it made sense to do? Implement it. Show them you’re listening

This happened to me and my manager was still trying to have 1:1s with the team and it never occurred to him to stop intervening (or so it appeared). This could be a trust issue or they simply need to feel needed - either way 18 months is too long to be in this position so you need to make some choices: escalate to a higher authority, look elsewhere for new opportunities, or continue to work around it and find alternative ways to assert your authority.
