I wouldn't pay too much mind to random advice from random recruiters online, you don't even know this person's qualifications

Hmm I mean I do think some of this is valuable and helpful advice. Especially the piece about networking because networking can lead to referrals which can eventually lead to landing a job. Some of this I do think is very helpful information.

Are you involved in insurance groups inside your company and outside your company? CPCU Society, ERGs, Toastmasters, RISE, etc. Try meeting with people whose roles you want to be in. Ask their advice on how you can make it happen.

All are offering almost same ctc around 19-22 LPA,

I have 3 years of experience as a backend developer,
