Recruiters generally only care about searches they have right in front of them. They get paid by companies to find people, not by people looking for jobs.
Good TA professionals maintain a network and pipeline of high quality people. They'll also prospect candidates into their client network. Lastly, senior candidates can also be flipped into clients.

Just start reaching out to contacts and recruiters to let them know you're considering a move. The best opportunities will come through your network so start getting the word out. Given everything happening, it can be viewed as proactive rather than desparate. Good luck!
