I've been at my current job for five years and thoroughly enjoy it. My boss wants to promote me to a new role to assist her with reviews and mentoring, but HR has frozen all new titles after we lost a major contract. I trust my boss, but she’s already assigning me extra work without extra pay. Should I tell my manager that I’m not comfortable taking on the "Lead" duties until the raise is official?

Don't do lead work for free. If the title and raise are frozen, so is your willingness to take on those responsibilities. Nothing wrong with that.

If the company isn’t currently able to offer you a raise or title promotion, due to the freeze on internal moves you mentioned (does that extend to hiring as well?) I recommend responding with enthusiasm while putting your proposal in writing. Acknowledge the current business challenges, and request a formal review of the additional responsibilities you’ve taken on and performed exceptionally well. Suggest ongoing monthly check-ins, along with an official evaluation at the 60- or 90-day mark.
This approach will demonstrate to both you and management that you can successfully handle the expanded role without the need to bring in external help, such as a temp, part-time, or full-time employee. It positions you confidently for the new title and responsibilities, while highlighting to leadership that you’re stepping up to cover the work of an additional full-time role at just a fraction (1/3 to 1/2) of the cost. Ultimately, those cost savings should translate into the raise and promotion you’re seeking.

Get a timeline of what to expect. The issue is that if you pass on the chance now, it might not still be there when everything is unfrozen.

What should I reasonably expect from a junior?

I manage a junior developer that's been with the company for about 18 months. I end up providing them of TON of support. I need to give them extremely detailed instructions or they fail. For bugs, I need to point them to a specific function that's causing the bug. For new features, I'm basically writing their method signatures and defining their test cases.

I've tried asking them to do more on their own, but when I do, they fail spectacularly.
