Going to HR over a coworker when you're not her supervisor is risky. It can backfire and make you look like a complainer. I'd push back on your manager harder first. Make it their problem to deal with, not yours.

I know going to HR can be risky but I’ve been dealing with this situation for a long time. I’m tired of not being heard. So, I will have to take it to the upper management so they can deal with it since my manager hasn’t dealt with this problem.

Ugh! I can relate to this. I used to work at a place where one of my colleague did not do anything and I had to cover her up. If manager is not doing anything to fix the problem, I guess you are try HR.

It’s so annoying because she always makes the excuse that she’s depressed and can’t take on any extra workload. Meanwhile, they throw all the work my way so she doesn’t spiral which I understand. But it’s beginning to be too much for me.
