There’s a saying that admit officers can only blink once. Sure having a 4.0/780 may have them leaning in a bit but if work experience is average/not enough or essays have a lot of grammar mistakes (yet alone a meh story) then they wouldn’t progress the person.
It’s the whole package - undergrad gpa, gmat, work experience, leadership potential, drive, volunteer/extra curricular, personality fit, nationality, references, essays, interviews and more.
There are no certainties, but there are probabilities. In the example you have, those are great stats, ones which lower the chance of negative outcomes. But plenty of folks with those stats are rejected by each M7, and while i imagine someone with that profile who applied to each would, in all likelihood, get into at least one, none of those schools would be guaranteed, and it's easy enough to imagine that candidate striking out (perhaps 7 apps stretched them too thin, the story read more as box-checking than inspired, an interviewer wasn't impressed by their commitment to that specific school).
PMM1 frames it well. great stats in those categories avoid some of the more common pitfalls, and give adcoms a reason to pick you on the margins, but they don't clinch anything.
Mentor
They have to have a stroke putting together their application to not get in assuming that 4.0 is a semi-prestigious uni. That said, a horrendous interview could strike them regardless of those stats.
