If I had to guess, someone had a politicians ear or lobbied hard and came out on top. This let the business run in this model, rather than supporting the workers themselves. Smart business, bad for people.
To be fair it’s a service. It’s part of the service to tip. IMO if you are going out to eat you should tip no matter what. Even if the service is bad still tip at least 10%. I hate people who do not tip anything even if the service is good or bad. This is from my 7 years of customer facing roles in all industries. People are dicks.
It's not as much of a thing in other parts of the world, or at least in Europe etc it's just a standardized charge rather than leaving you to it. It is annoying though, but whatever
I always leave at least a 10% tip. I don't want the server to pay for me to eat there even if the food or something isn't good. I have left two tips in my lifetime that were 1 cent or no tip as the server did not give me the bill for over half an hour and I had to track down the owner to pay and leave both times. It may be counterintuitive and I agree the owner should pay a higher wage but the server is still doing a service that I should pay for as I don't have to get the food You won't find me tipping at the drive through tho.
That’s just the way it is. Always has been this way always will. If you don’t like it then don’t go out to eat.
