The role should dictate what is weighed more. More experience or better education, each has a place. It just depends on which matters more in the specific situation. For tie breakers, we look at culture fit a lot.
That depends on various circumstances. In some positions that require meeting clients or the public, the prestige of one's college counts for a lot. That may be unfair, but that's just the reality of it. For jobs where the grind is what matters, experience is the more valuable commodity.
At the bachelor’s level (in North America), I have not found that university prestige does much. At the grad level it opens significant doors, especially when your faculty advisor was important in the field. As far as education vs experience, I can train the technical pieces. I need the soft skills to be in place.

I would pick experience because i find that education doesn't always translate
I usually lean toward the candidate with stronger experience, especially if they’ve proven they can deliver results. Practical skills over perfect academic background for me.
