Yes, but it takes quite a lot of dedication to earn 20 certifications. It’s less likely that you’d find someone that BS’ed their way through that many certs without having valuable SF skills. But of course you need to vet the person individually.
It happens! But that doesn’t mean it’s the norm
Not all carts are created equal. If someone has application and system architect with a few extras I’d be impressed. If they just keep stacking industry clouds and random other ones like the BA cert and they have no experience then yeah they’re probably not going to be very good
But why people are hired based off their number of certifications earned in the first place?

Salesforce also qualifies partners into tiers partially based on number of certified resources, and number of total certs.
I have seen many folks who has 12-20 cents but does not really have real skill set. I guess we can’t judge by number of certifications one may have
