We haven't been able to find the best talent lately. And I hear conversations between dept heads and managers about it. Part of me thinks I should approach the department heads, acknowledge I overheard the conversation, and ask them to clarify or share their concerns directly with me. I'm not here to be part of any drama, I want to work towards finding solutions for the problems. What would you do?

Yeah, like you said. Just approach them saying you want solutions for the problems, so you'd like to hear from them firsthand what the problems are. It's weird that grown adults think the solution to things is to just talk behind people's back.

If you don't want to acknowledge overhearing, I think you could approach them with a question about how satisfied they are with recent hires. Try to frame it as a natural request for feedback. That would work just as well in my opinion

I think your idea is probably the best approach. Let them know that you have heard concerns about the quality of candidates and ask what they would like to see more of.
