I don’t think many people match eyeshadow to clothing, unless you’re into really extreme makeup. Most people aim for something to looks good with their skin color and eyes.
I agree with D1 - you don’t need your face / eye makeup competing with the dress.

I’d take a trip to Sephora or a makeup counter and get a lesson! Ask them to help you find a natural / neutral everyday makeup style and a dressed up makeup look. I know I’m still very much in early 2010’s with my makeup style and plan to do this soon to get a refresh with my eyeshadow pallets to be more up to date with my makeup.

Yeah I think your friend’s comment may be less about the specific color of the makeup and more that this type of eye shadow is usually only worn for things like evening holiday parties, New Year’s Eve, or clubbing. During the day, most people wear lighter neutrals with perhaps a touch of shimmer but not a lot of bold colors or this much sparkle. You should wear what you like though even if it is bolder or different than what other people wear.

I'd go with the tone of the jewellery you're going to wear and also unless it's a party vibe, a little more subtle than we see here

Yup so like if it's a silver chain I wouldn't do gold toned make up and vice versa
