I left California nearly 20 years ago, but at the time, yes, the final pay had to be given at the termination. I don't see that having changed. You definitely have the right to follow up with the Ca Dept of Labour, as the company is in violation. Fines are involved, some of which you are entitled to.

I don't know about that particular organization, but I've heard of people getting their checks mailed to them, or having to go pick them up. I suppose if it's a layoff that's planned in advance they may have a final check ready to give someone. If they decide that day to fire someone I guess that wouldn't be possible and the person would have to wait until payday rolls around.
Every state is different, and when I lived in California, you had to have the final pay at the termination. Yes, it does create a logistical nightmare, especially when the company is based out of state. But the law is the law, and the company should be aware of what is required at a termination.

They should compensate people right away.
It depends on state laws, but that sounds right for California. I know where I’m at if a company terminate you they have two business days to give you your final check. It’s illegal for them to withhold your check longer than that.
