You cool fastest through your hands, and then through your neck. Keeping a cooler handy and soaking a towel, then holding it is a great way. Once it’s a little warm, put it on your neck.
Keep your head covered. Wear a thin shirt. Drink lots of water. Shades help with perception of heat.
Repetition helps too. The more I’m out the less it feels like a hard thing.
On the tech side there are neck based air conditioners. No idea how good they are
Umbrellas and canopies are a must for us.
Iced tea, wet towel, big hat, more water
