The answer isn't "no", the answer is "I'd be happy to work on thus but considering my docket/commitments the soonest I would be able to provide a draft is X. If this works on your end, please let me know and I'll get started!" If you're already pretty senior, you can also say you'd be happy to manage somebody on it.
Try a polite but firm heads-up: “I’m happy to take this on next time if I have more notice.” Test the waters without going nuclear.
I probably wouldn’t use this phrasing.
If you don’t speak up, they’ll continue doing it.
As others have said, just respond with something along the lines of, “I’d be happy to take this on, but do to matters a,b, and/or c, the soonest I’d be able to review and begin drafting [whatever needs to be drafted] would be on X date.”
Could you reach out to an intermediary, perhaps your direct supervisor?
You don’t need to draw any lines right away. If you like doing this person’s work, tell them that. Then inform them that you are getting more serious about time and project management and, to ensure you have the capacity to take on assignments, you’d like to set up a regular sit down with them to talk about matters in progress, what’s coming up, what’s going well and what can be improved.
