Can anyone explain how to calculate where you fall on the GS scale? I.e. is GS 11 for people who just graduated law school, GS-12 for those with 1/2 years experience, etc.

Depends on the agency but broadly:
GS9: pre-bar clerk, intern
GS11: clerk, New grad first lawyer job, 0-5 year attorney lateralling with no relevant experience
GS12: 1-3 years relevant experience
GS13: 2-5 years relevant experience or 5-10 years unrelated legal experience
GS14: 3-10 years relevant experience, capable of leading complex matters capably
GS15: 5-10+ years relevant experience, and/or lowest level supervisor. Usually either "Senior attorney" title or management title.

Ime, it's usually a linear and almost guaranteed progression from 11-14, with 15 requiring a more thorough process though some agencies and offices do just include it on the linear track.

Won't hurt. I've seen some clerks come in at 11 and some at 12, usually based on how relevant the clerkship was
