That's illegal. Which doesn't necessarily mean it's a bad idea, but it does mean the law would have to change for a school to do it.
My experience is that almost any approach will work. You can have a cell-phone chart where kids are expected to deposit it at the front of the room until class is over, a rule that cell phones stay in lockers, an expectation that they be mature and keep them off and put away. Any of those will work... until you reach a critical mass of nutjob parents at the school.
"Nutjob parents" can take a lot of forms. Might be someone who figures it's a violation of their kids' civil rights to be held to a reasonable expectation of behavior. Might be someone who wants their kid to have the phone to record all the "grooming" that public schools do. Might be someone who can't cut the apron string and needs 24/7 access to their kid. The common thread is that, while they may applaud the rule in general and agree that it's necessary, they also need to you to realize that it obviously doesn't apply to THEIR kid.
Once you reach that critical mass of nutjob parents, nothing will work.
when i was in school there was basically no phone rules and I only graduated in 2021. I probably would’ve lost my mind if phones were banned while i was in school.
