Hold on bro..I had been in the same situation.. spent 15 years in TCS, was stuck at 18 lpa in C3B grade..felt completely stagnant. As C3Bs they have all sorts of expectations from you, lead a team, contribute to account level activities ( another way of saying do your manager's job), be available as MRs on weekends for walk-ins or lateral hire TCS job drives where you select external candidates to come in at a much higher paygrade than you despite being less experienced, last but not the least, participate in all TCS initiatives like that innovista you mentioned, contextual masters, AI hackathon and what not. All this on top of your billable assigned project work. No matter how much you try to comply, they just won't recognise your efforts unless you are a part of the delivery manager/account managers lobby of their internal favorites. So, it's time you take this as a stark and uncomfortable realisation of the corporate truth and start preparing actively for interviews and job outside. Dont give in to emotions. No one's your friend here. Just create your value and leave "with a job offer", not without it. Resigning without a job offer is only going to make you more resentful and more miserable if you are not able secure a job offer in the notice period, which might make you take back your resignation leading to further frustration and loss of self confidence.
I was in the same situation, I finally secured something good and I am outside TCS now with a good market correction. Not that life outside is great..the other organisation has other set of issues but compensation wise it's better.
For now, just accept the reality, keep calm and keep searching for jobs.

Getting external offer with 90 days notice is tough. If you have a backup go ahead and resign. I did the same and now I am getting more calls for interview even though I didn't received any offer yet but I am confident that once I reach 30 days mark remaining for LWD, I will get even more opportunities. I have decent savings and my wife is working so I can take risk.
I know how it feels, it is always recommended to have an offer before putting down papers. Considering dependent families one should take minimal risk to maintain monthly cashflow..
You can study for 3-4 hours each day, change priority and slow down deliverables, in wither way max they can put you is out of project and D band which will not cancel out the cashflow..

First study and prepare for interview when you feel confident then resign and you have 3 months after that, but you have to consider current market scenario also as it can be risky to leave job without any offer

Both personal and health issues, I had a good work life balance and WFH from Covid till last year.
You are seriously underpaid. In your experience market in paying 40LPA. Leave TCS comfort and look for other options

Im having the same frustration and I'm at 5yoe and 7lpa. Entire year i worked so hard went above and beyond my r&r. Got c band because i wasn't office compliant. It takes me 2 hours to travel to office 1 way and then same manager starts crying about my availability. With new compensation my CTC got reduced imagine 😅 I've been trying hard since January to switch but not getting calls and even if i do then last stage they are rejecting or ghosting. Mentally and emotionally exhausted at this point. 🥹
I am also facing same issue. 5.5 yoe and 9 lpa pkg even after complient and delivering aboveand beyondmy ownershipI got B band. Trying from feb but not getting any opportunities so now I have resigned without external offer.
I have been an efficient employee in TCS from last 13 years, surviving on low salary, never complained about it to my managers, Now i have been given a C band due to team politics, my wings2 perks are revoked, more than 23K being cut down for me from this month and months to come. really don't know what to do. Thinking of quitting everything in TCS.
It’s really disappointing and disturbing for me right now.
TCS have no place for loyal and Hard working people.
