Clearly retaliation from what you’re saying. Where I am we would need a documented history of performance concerns to let someone go and we discipline retaliation as an ER concern.

Is it an at will state?
If the company requires certain type of footwear the company is supposed to provide them. We reimburse up to $60 for the required footwear. Some employees come to us in HR and others go through safety and compliance department which come to us for the reimbursement. As far as firing him without previous reprimands leaves the company open to litigation.
