You could respond to the recruiter but it seems unlikely that you would change their mind. Most companies don't give much in the way of feedback, so for someone to volunteer such harsh comments seems to indicate they really did not relate to you. Probably a good idea to just move on and make a mental note not to be distracted and taking notes during the next interview.
Once the no decision has been made , it is highly unlikely to change this go around. Take it as a learning experience.
I would suggest to never take notes during an interview. That's more for the interviewer to do.

Personally, if you felt like you were interested and presented that well, I would ask for feedback on what about your behavior came off as uninterested. You’ll get a clear answer there and can keep that in mind for your next interview. However, if the recruiter already made their decision, I don’t think it’ll change but this would be more for your own self growth
