I think there are a few things here. First, I'd think about what led you to rage apply. Was it just a really rocky moment/project or a recurring feeling you've been having in your current role? If the latter, a change is probably good!
Then I'd think about where you want to go in your career/life. What part of you sparked when you were applying and interviewing for this new role? Is it focusing in on your favorite parts of your current job or excitement on the new things you'd get to learn? Is it potentially an improved environment to spend your 40-ish each week? I think the decision on whether to stay in PM or move into a Risk role is pretty personal as we all have our own strengths and goals, but the "why" questions are the same!
And to the comment from your manager, most people are inclined to stay in their comfort zone. There's value in finding your groove and flourishing there! But change/growth can also be really positive and it feels scary even to those of us who are on the more adventurous side. Fear and excitement have nearly identical physiological responses so try flipping the narrative to one of excitement and see how you feel.
I was getting tired of the project manager life when I applied. Not really heard, only taking notes and being the expert on the process.
So I started networking internally and this job popped up.
But the work type is looking for gaps in the completed project work before the go/no go for something going live. This is the time when the project teams are stressed and just want to release and the new role could be that person that blocked it.
So, I know I could do the job. And do it well. The issue I have is if my personality would flourish in that constraint.
And I know I would have a sponsor in my career in this area and I probably wouldn’t be in the role for life.
The downside, I would be leaving my current project team kinda in a lurch after they just started really starting to click.

Project Mgmt. is a thankless job, I would move into Risk Mgmt. in a heartbeat.
Risk Management may give you a more lucrative career path. Does it interest you?
Project management skills are applicable to any project.
Think of rage applying as being in fight or flight mode.
We all have to leave our particular comfort zones to learn new things and mature in our working lives.
I was often labeled as doesn’t like change. My problem is being a perfectionist/expert in what I do - so having to learn new things puts a kink in that. Therefore, out of my comfort zone.
Lucrative is what I’m trying for. But the initial move is a small pay cut for the first year but it would get me out of contractor mode and into fTe mode.
The work life balance is going to be a bit off for the initial run. I think that is more of my concern.
I think risk is something that would give me a bigger tool kit in the future.
In the same position, I raged applied and got offered the same job at a different company with better pay and away from my toxic work environment. It’s crazy to me that I’m so comfortable with the toxic management that I’m so hesitant to making the change
OP - you’re torn, but from your comments your current role is not fulfilling. Change can be scary, and I’ll tell you one of the most powerful things someone told me early in my career is “you are where you want to be”
