Is there any criteria to spend minimum period in the company to request for onsite opportunity in CTS? Also, will there be onsite opportunity for an associate-projects?

Recently I cleared 2 technical rounds and had salary discussion with HR on 26th July.
When I enquired about offer letter last week, hr replied in mail that "Since your education under blacklist with cognizant, we are unable to process with your offer. Many of college alumni are already working with cognizant. Even mailed them what part of education is blacklisted but they are not replying.should I still expect offer letter from them?

Got offer from Cognizant and Infosys.. Where Cognizant offering more package almost 1.5 Lpa mor, but heard lot of negative review on social media like they don't have good project, no job security, they will make you to work on other tech etc . I have a confusion to join cognizant,bcoz lot of controversies heard about cognizant,but i have no way,Since i had only one offer letter,also my DOJ is on November first week.Can you guys provide the view on joining to CTS.

I had completed 1st year in cognizant here is the situation can anyone please clarify the doubt ..my probation rating is 2 and not good comments and my role is PAT until today my colleagues role changed PAT to PA but my role is not changed why?is it behind the reason about review?
