Does having a referral make a big difference to get your application reviewed?

I'm currently in Canada and planning to move to Sweden soon so applied for a few spots however I don't have even the slightest idea if
a) applying from Ca will actually get my application tossed out the window
b) I've heard there are gazillion ppl applying so if referral gets me on the radar, instead wasting time just find someone to refer me?

HR opinion: Do I have any leverage as a hospital nurse case manager in negotiating earned time? I have received offer from accenture but still I am not accept it as my current company's increment letter is due. Is they consider my increment letter and send me the revised offer letter if I accept it now???? Please help me.

Some recruiter in Accenture lined me up for an interview for a role which was not in my skillset ( by saying that this is just an evaluation exercise and they will map me to the right role) and obviously I got rejected. Now I see that I am not eligible to apply the role which I was targeting for the next 6 months.
